Are any of you bothered that if the health care plan passes, it will not go into affect until 2012?

Medicare will be affected right away and taxes will increase way before 2012, but the health care plan does not go into affect until 2012. I know it takes time to put together, but I was bothered when I read on the Yahoo headline news today about tax increases. WHAT TAX INCREASE? Can anybody shed some light on this subject?
What medicare cuts are they talking about?
